Test failures delay confirmation of 1,799 teachers

A TOTAL of 1,832 teachers have yet to be confirmed in service after failing to fulfil one or more requirements, including 1,799 who did not pass the assessment under the Mind Transformation Programme (PTM).

Education Minister Datuk Seri Fadhlina Sidek (pic) said the figures were recorded as of Sept 30, with most of the affected teachers failing the comprehension component of the PTM assessment.

“A further 29 teachers had their probationary periods extended without penalty, while three others received extensions with penalties. Another teacher had their probationary period frozen.

“Of the total, 1,799 education service officers failed the prescribed examination, particularly the comprehension component of the PTM assessment,” she said in a written parliamentary reply.

Fadhlina was responding to Datuk Adnan Abu Hassan (BN-Kuala Pilah), who asked for the number of teachers awaiting confirmation in service, broken down by state and length of service, as well as the reasons for the delay.

She said 7,723 education service officers were undergoing the confirmation process as of Sept 30.

Under existing regulations, teachers must complete a probationary period of between one and three years before they can be confirmed in service.

They must also successfully complete the induction course or PTM, obtain a recommendation from their department head and fulfil any other applicable requirements.

Fadhlina said the Education Ministry was working closely with the Education Service Commission to ensure appointments, confirmations and placements were handled systematically and in accordance with existing regulations.

She said the ministry would continue strengthening cooperation with the commission and other stakeholders to expedite the resolution of outstanding cases.

“The ministry will also ensure teachers’ welfare remains protected while prioritising the educational needs of pupils nationwide,” she added.

The written reply did not provide a state-by-state breakdown or specify how long the affected teachers had been in service.
