SHAH ALAM: The government is stepping up efforts to transform Malaysia’s postal and courier industry through regulatory reforms, strategic partnerships and digitalisation to improve service efficiency, industry competitiveness and consumer protection.
Communications Minister Datuk Seri Fahmi Fadzil said this at the National Courier Day 2026 (HKN2026) celebration, held at the Selangor International Trade Centre here on Saturday (Oct 31).
Themed “Preserving the Industry, Strengthening Trust”, the event was organised by the Association of Malaysian Express Carriers (AMEC), with support from the Communications Ministry through the Malaysian Communications and Multimedia Commission (MCMC).
The celebration recognised the industry's contribution to the country's digital economy, which is valued at RM6.9bil.
As part of its regulatory reform efforts, the government is reviewing proposed amendments to the Postal Services Act 2012 (Act 741) and planning to gazette the Postal Services (Security of Postal Services and Prohibited Postal Articles) Regulations 2026 (PSR2026), subject to the necessary approval processes.
The proposed measures aim to strengthen security, industry accountability and consumer protection amid the rapid growth of e-commerce.
The event also saw the launch of the Anti-Scam Parcel Shield initiative, led by the Postal Forum with MCMC's support.
The initiative aims to tackle parcel delivery-related scams by encouraging information-sharing among courier companies and e-commerce platforms, as well as raising public awareness through scam alerts to strengthen consumer protection and confidence.
MCMC is also encouraging the adoption of Courier Network Sharing through a memorandum of collaboration.
A pilot project involving last-mile deliveries at selected locations will assess the potential to optimise infrastructure, reduce duplication of operations and improve service accessibility before any wider implementation is considered.
On the digitalisation front, the National Address System (NAS) is being developed to improve address accuracy and delivery efficiency.
Meanwhile, the National Courier Accelerator Plan (PAKEJ) Map platform enables users to locate more than 47,000 postal and courier service points nationwide.
HKN2026 also recognised the contributions and professionalism of industry personnel through awards for Best Courier Worker, the Safe Driving Challenge and the MyCSP Courier Safety Passport programme, which emphasises road safety and service quality.
Also present were Communications Ministry secretary-general Datuk Seri Halim Hamzah, MCMC managing director Abdul Karim Fakir Ali, AMEC chairman Ronald Tan, as well as representatives from government agencies and the postal and courier industry.
