PETALING JAYA: Budget 2027 has direct and indirect implications for the nation’s security agencies, with experts saying moves to bolster biosecurity and a closer eye at entry points will aid the overall public security apparatus.
Retired Senior Police Officers Association (Respa) president Datuk Meor Chek Hussien Mahayuddin said that the Budget 2027 announcements on the preservation and protection of the nation’s natural biodiversity was also a boon to the Bukit Aman Wildlife Crime Control Bureau/Special Investigation Intelligence (WCB/PSK) unit despite it not being directly mentioned.
“This is protection to our national resources which also affects our economy. I feel this is an aspect that the government is really emphasising on; the protection of the forest, our nation biodiversity and the like.
“This attention will also bolster the WCB even though it was not explicitly stated in the text speech. But in terms of involving agencies, it will definitely be a boon, indirectly or otherwise.
“In fact, when matters of protections and security are mentioned, it is almost a guarantee that the police will be involved one way or another. There is a flow-over effect and we must not just look at the text of the tabling at face value,” he said.
Security expert Jamil Ghani, a doctoral candidate at the S. Rajaratnam School of International Studies, said that the RM490mil allocation for the Malaysian Border Control and Protection Agency (AKPS) showed a significant commitment towards strengthening border security.
“In February 2026, the government acknowledged AKPS had 6,883 personnel under its phased staffing plans, against an estimated requirement of 13,721. This illustrates the challenges involved in establishing an integrated border enforcement agency.
“However, Malaysia’s border security challenges extend beyond manpower and equipment. Transnational smuggling networks, intelligence-sharing gaps, institutional coordination and enforcement integrity all require sustained attention,” he said.
