Postal Services Act to be amended as illegal deliveries raise alarm

KUALA LUMPUR: The government plans to amend the Postal Services Act to tighten regulation of the courier industry and prevent delivery services from being exploited for criminal activities, says Datuk Seri Fahmi Fadzil.

The Communications Minister said the ministry and the Malaysian Communications and Multimedia Commission (MCMC) were reviewing the Act amid concerns over courier services being used to transport drugs and other prohibited goods.

The matter had also been discussed with the police as part of efforts to strengthen monitoring and security across the sector, he said.

“Since last year, MCMC has held engagement sessions with courier companies to secure their cooperation in ensuring that products being delivered do not pose safety concerns or violate the law.

“At the same time, MCMC and the Communications Ministry are reviewing the Postal Services Act with a view to introducing several amendments, including providing more specific provisions governing the courier sector and strengthening security measures as requested by the police,” he said.

Fahmi said this to reporters at the TikTok Shop Summit Malaysia 2026 here on Thursday (Aug 20).

Fahmi said the proposed amendments were expected to be tabled during either the first or, at the latest, the second parliamentary meeting next year.

Police had earlier said they would hold discussions with MCMC and the Transport Ministry on tightening procedures involving courier services, goods deliveries and p-hailing operators.

The move comes amid efforts to curb drug trafficking and the movement of other prohibited goods through delivery platforms.

Bukit Aman Narcotics Crime Investigation Department director Datuk Hussein Omar Khan previously said criminal syndicates had exploited weaknesses in the courier and p-hailing ecosystem to deliver illegal substances.

He said syndicates used false identities, other people’s personal details and third-party addresses to evade detection by the authorities.
