Docs still have indemnity coverage despite cert delays, says MMA


PETALING JAYA The Malaysian Medical Association (MMA) has assured doctors that their professional indemnity coverage remains in force despite delays in the issuance of the Annual Practising Certificate (APC) for 2026.

MMA president Datuk Dr Thirunavukarasu Rajoo said doctors who submitted complete APC applications, fulfilled all statutory requirements and made payment by Dec 31 were permitted to continue practising while their applications were being processed in the system.

"Doctors who have complied fully with the APC application requirements by Dec 31 last year are allowed to continue practising while their applications are being processed, as clarified by the Malaysian Medical Council president, provided there are no other restrictions under the Medical Act 1971," he said in a statement on Tuesday (Jan 6).

Dr Thirunavukarasu added that MMA had also received formal confirmation from its two professional indemnity partners, the Medical Protection Society (MPS) and MEDEFEND, that coverage would remain valid during this interim period, and that the assurance would provide vital certainty for private general practitioners and specialists amid concerns over regulatory enforcement.

"We have been formally assured that doctors who have obtained certification of indemnity for the period commencing Jan 1 and submitted their APC applications by the deadline will continue to be fully indemnified under their respective policies or terms of membership.

"This ensures continuity of medico-legal protection and supports uninterrupted patient care while doctors await official APC issuance," he said.

Dr Thirunavukarasu added that the MMA appreciated the Health Minister’s commitment to resolving the matter and remained engaged with all stakeholders to protect the rights and professional standing of medical practitioners in the private healthcare sector.
