Rukun Tetangga (Amendment) Bill 2025 introduced in Dewan Rakyat


KUALA LUMPUR: The Rukun Tetangga (Amendment) Bill 2025 was tabled for first reading in the Dewan Rakyat on Monday (Nov 17).

National Unity Minister Datuk Aaron Ago Dagang, who tabled the Bill, said the second and third readings of the Bill would take place during the current sitting.

According to the Blue Bill, the amendment seeks to clarify who was eligible to serve on Rukun Tetangga Area Committees, tighten appointment rules and standardise membership criteria for Voluntary Patrolling Schemes.

The Bill introduces a new definition of a “person who has interest” in a Rukun Tetangga Area, which covers individuals who own property, operate a business, work in the area, hold positions in organisations based there, or have immediate family relationships with residents.

Currently, the term “person who has interest” has not been defined and has led to broad interpretations as to who may be appointed as a member of the Rukun Tetangga Area Committee or approved as a member of the Voluntary Patrolling Scheme.
