PUTRAJAYA: Three companies have been appointed by the Transport Ministry to implement Phase One of Motor Vehicle Inspection Service (PPKM) centres, says Anthony Loke.
The Transport Minister said that the location of these new centres are in Klang and Rawang, Selangor; Gua Musang, Kelantan; Mersing, Johor; Temerloh, Pahang; and Kuching and Serian, Sarawak.
He said that companies receiving the PPKM appointment offer letter on Feb 7 (Friday) are given 24 months (2 years) to complete infrastructure requirements.
He said that this includes premises development, procurement of inspection equipment, and obtaining approval from relevant authorities.
“Licences can be granted within that 6-month period. The 24-month period is the maximum. If they cannot provide the infrastructure within 24 months, then this appointment will be revoked,” he said.
The licences that are given will be for ten years, he said with a need to renew every year.
He added that those who do not meet the service requirements will have their licences revoked.
“There will be an audit by the Road Transport Department (JPJ) through the ministry to ensure that the appointed companies comply with all conditions and operational standards set,” he said.
He added that an operating licence will only be granted after the company fully meets the regulatory requirements and equipment readiness and is prepared to commence operations.
Companies that received the letter of appointment here on Friday are Wawasan Bintang Sdn Bhd, Pakatan Petroleum Sdn Bhd and Beriman Gold Sdn Bhd.
He said that the ministry will reopen applications for more Motor Vehicle Inspection Service centres in the second phase, from March 1 to June 31.
Meanwhile, he said that the Computerised Vehicle Inspection Centre (Puspakom) will continue to operate, and will be given licences to operate.
“Puspakom is not closed but now we allow for new companies to be part of the process.
“We are transitioning from concessioning to licensing,” he said.
He also said that the location of the centres will be determined by guidelines set by the JPJ.
“This will depend on the need for more centers, especially in urban areas like Selangor, where centres are very congested,” he said.
He added that a ceiling price for vehicle inspections will be set.
On Feb 6, Loke told the Dewan Rakyat that the concession given to Puspakom was terminated in August 2023.
He said the ending of the monopoly held by Puspakom would see healthier competition in the industry resulting in improvements in vehicle inspection services.
