IGP: 758 senior cops transferred this year so far

KUALA LUMPUR: A total of 758 senior police officers have been transferred this year, in accordance with the police practice of rotating those in supervisory roles for five years or more, says Tan Sri Razarudin Husain.

The Inspector-General of Police said he issued the instructions for the transfers during a special meeting with the Bukit Aman top brass on Feb 9.

“I directed the rotation of those holding supervisory positions for five years or longer.

“It involves senior police officers from the rank of Inspector (Insp) to Deputy Supt (DSP) and lower-rank police personnel from the rank of Corporal (Kpl) to Sub-Inspector,” he said in his speech during the Bukit Aman monthly assembly yesterday.

As of June, a total of 758 out of 990 senior officers have been transferred, Razarudin said.

“We have also identified 3,779 lower-rank personnel for transfers, and so far, 1,045 Corporals and Sub-inspectors in supervising roles have been rotated,” he said.

The IGP urged the police to double their efforts to reach the force’s mobility target.

“I want all officers and personnel to view the mobility process in a positive manner.

“We will be able to produce officers who have a high level of skills and are all-rounders in policing duties.

“The rotation could also motivate those involved, thus increasing the quality of our service,” he said.

The IGP said plans are also underway to strengthen the teaching staff at all four police training institutions.

“All teaching staff must have at least a bachelor’s degree in terms of academic qualifications.

“The training institutions are responsible for producing the next generation of police officers, so it is important to strengthen them, especially by ensuring the lecturers and trainers are highly qualified,” he said.

The police are also planning to upgrade the Royal Malaysia Police College so that it can become a research hub that encompasses all aspects of policing, especially cybersecurity and drug abuse prevention, Razarudin said.

“I am confident the collaborations between local and foreign academics (at the training institutions) can benefit the police force and society,” he said.

The IGP also said Bukit Aman has developed the Royal Malaysia Police Strategic Plan 2021–2025 to strengthen the police force further.

He said the plan outlined the police’s strategic direction in terms of development, modernisation of management, and service delivery systems to meet the expectations of stakeholders.

“The plan has six main strategic thrusts, with 23 selected Key Performance Indexes, 32 strategies, 135 programmes and 362 activities that have been entrusted to the respective departments,” he said.

For the Bukit Aman Management Department, the IGP said it has been placed under the 6A Strategic Thrust, which includes transforming governance towards achieving service delivery with excellence and integrity being the main focus.

“Focus A is transforming management and human resource development policies, whereas focus B is strengthening the police’s service delivery.

“Thus, the police, through the Management Department, are focusing on developing human capital by instilling honourable values among those in the police force as well as strengthening the work system and procedures to ensure excellent governance,” he said.

The IGP said so far the 6A Strategic Thrust is going well, achieving more than 60% of its goal.

“I hope it can reach even more success next year,” he added.
