GEORGE TOWN: The Penang Water Supply Corporation (PBAPP) explains that the Expanded Mengkuang Dam (EMD) in Bukit Mertajam is a strategic drought reserve dam that only supports the Sungai Dua Water Treatment Plant (LRA).

PBAPP chief executive officer K. Pathmanathan said EMD was not a "daily dam" like the Air Itam or Teluk Bahang Dams and it also does not release raw water when there is enough water to be abstracted from Sungai Muda to support 100% production of treated water at the Sungai Dua LRA.
