PETALING JAYA: Former premier Datuk Seri Najib Tun Razak (pic) says from the tabling of Budget 2019, it appears that all National Higher Education Fund (PTPTN) borrowers must repay their loans, and there is no exclusion.

He said the Pakatan Harapan government had previously promised that those who earned less than RM4,000 per month could delay repaying their loans.
