KOTA BARU: The state government will gazette places for public caning, but the Syariah courts would ultimately decide whether to impose the punishment inside or outside prison walls, said Kelantan Deputy Mentri Besar Datuk Mohd Amar Nik Abdullah (pic).
He added that public caning need not be held in open spaces like a stadium.
