KUALA LUMPUR: Malaysia earned the upgrade to Tier 2 in the human-trafficking watchlist because it showed a genuine willingness to improve its record, said US Secretary of State John Kerry.
He said the ranking, approved personally by him, was not a deliberate attempt to accelerate the Trans-Pacific Partnership (TPP) trade deal.
