PETALING JAYA: State governments should direct local authorities to abandon plans to catch and destroy stray dogs and adopt a Trap-Neuter-Release-Manage (TRNM) programme in every district as a more humane alternative, said Society for the Prevention of Cruelty to Animals (SPCA) Selangor patron Tan Sri Lee Lam Thye (pic).
"State governments should make some funding available for this purpose and work with non-government organisations which can provide assistance to the district councils to help implement the TNRM programme.
