Khalid jailed three months for forgery and cheating

Ex-CLP chief jailed 

KUALA LUMPUR: Former Certificate in Legal Practice (CLP) examination director Khalid Yusoff was jailed three months for forgery and cheating in the July 2001 CLP examination “master list”. 

Sessions Court judge Harmindar Singh Dhaliwal who found Khalid guilty of the two charges on July 24 ordered Khalid to serve three months’ jail for each charge. The sentences are to run concurrently from yesterday. 

Khalid: To serve threemonths’ jail for each charge.

The judge said he found the task “particularly distressing” because the accused was involved in teaching law for a long time and the former law school dean at UiTM. 

“Whatever I have gained as a person, lawyer and a judge have been due, to a large measure, to my teachers, persons like you,” he said. 

On the first charge, Khalid, 55, forged the master list with the intention of using it for cheating at the Malaysian Legal Profession Qualifying Board’s office on the 27th floor, Menara Tun Razak between August 2001 and Sept 13, 2001. 

He cheated the board by deceiving it into believing that the July 2001 CLP examination results reflected the actual marks given by the examiners and inducing it into endorsing the master list. 

The judge said: “It may well be that your intention was to achieve desirable ends in your mind. But the methods you employed were unlawful.  

“You knew very well that maintaining the pass percentage (of CLP examination) at 30% could not have possibly been your function. It was the function of the qualifying board. 

“Even then, no board, in order to safeguard its credibility and reputation, would impose such a pass percentage even to deflect criticism that has been heaped upon it. 

“As was the case here, the board in 2001 had to reconsider and recalculate all the marks that were upgraded by you,” he said. 

“The danger of this is obvious. It would be similar to unqualified surgeons practicing surgery and unqualified architects or engineers plying their trade with drastic consequences,” he said. 

Khalid, who was released on bail, said he would file an appeal.
