KOTA BARU: The Sultan of Kelantan has called for the drawing up of an action plan to help the large number of people in the state who still live below the poverty line.
Tuanku Ismail Petra Sultan Yahya Petra said he had asked the state Religious Affairs and Malay Customs Council to prepare the plan.
