ENFORCEMENT in non-smoking areas in the past has been slack, with only an average of fewer than three summonses issued daily, reported Nanyang Siang Pau.
Anti-Smoking Association president Dr Koh Eng Bing told the paper that statistics for 2000 showed that the number of summonses issued was far less than offences committed.
