KEDAULATAN UNDANG UNDANG, or the Rule of Law, is one of the five principles of the Rukun Negara. But, the great French mathematician Blaise Pascal so aptly puts it, “Law, without force, is impotent.”
As it is, the country is now in a relatively advanced state in which a large proportion of Malaysians know the fact that without enforcement, law is meaningless. But knowing is one thing; making it work is quite another.
