IT has been almost two decades since the LA21 was introduced but many department heads are clueless about it, said Petaling Jaya City Council Solid Waste Management and Public Cleaning Department director Lee Lih-Shyan.

He added that it was also unsure how many of them had adopted the proposals made in a manual on the implementation and training for LA21.
