Scaly legs

I’M in my early 30s. My legs are usually dry and sometimes scaly although I consume several glasses of plain water everyday. I’m also have a few tiny scars due to scratching. Are there any creams or tablets to prevent my skin from itching, becoming dry and scaly? How can I get rid of these tiny scars? Please advise.
