India’s burgeoning “fertility tourism” industry is offering hope to hordes of foreign childless couples due to its cheap treatments, lax regulations and willing surrogates.

Maria and Steve Jacob — a childless couple from the United States — flew to India’s western city of Pune earlier this year to become proud parents to cute little Sarah, a surrogate child borne for them by Manisha, a poor Indian woman.
