SC issues guidance note on sukuk to strengthen alignment with Maqasid al-Shariah

KUALA LUMPUR: The Securities Commission Malaysia (SC) today issued the Guidance Note on Sukuk: An Alignment with the Maqasid Al-Shariah Guidance Islamic Capital Market Malaysia to strengthen the alignment of sukuk issuances with Maqasid al-Shariah.

In a statement today, the SC said the Guidance Note is an initiative under the Capital Market Masterplan 2026-2030, supporting the development of ethics-driven products and the continued growth of Malaysia’s Islamic capital market.

"While existing frameworks ensure Shariah compliance, the Guidance Note seeks to advance a more holistic assessment of sukuk issuances by guiding Shariah advisers to consider broader value creation, including alignment with issuers’ strategic objectives, as well as economic and societal outcomes.

"It outlines the scope, applicability and key considerations in applying the Maqasid Al-Shariah Guidance Islamic Capital Market Malaysia within the sukuk ecosystem, including the roles of Shariah advisers and issuers,” it added.
