Laos and Thailand signs historic power purchase agreement for Xekong 4A and 4B hydroelectric project

VIENTIANE (Vientiane Times/ANN): The Laos Xekong 4 Power Company Limited (XK4) and the Electricity Generating Authority of Thailand (EGAT) have signed a Power Purchase Agreement for the Xekong 4A and 4B Hydroelectric Power Project.

The ceremony held in Vientiane recently marks a significant milestone in renewable energy cooperation between Laos and Thailand.

On behalf of the Power Business of Electricity Generating Authority of Thailand (EGAT), the agreement was signed by Acting Governor, Miss Jiraporn Sirikum and Acting Deputy Governor-Transmission System, Mr Teerawat Wetatham.

On behalf of Xekong 4 Power Company Limited, the agreement was signed by Managing Director, Mr Chollawit Winitchai, and Deputy Managing Director, Mr Tawatchai Supraksorn.

Under the agreement, EGAT will purchase all electricity generated by the project for 27 years, starting from its Commercial Operation Date in 2033.

This strategic partnership underscores the growing importance of sustainable energy in the region.

The Xekong 4A and 4B Hydroelectric Power Project, located on the Xekong River in Xekong province, is poised to be a game-changer in the energy sector of southern Laos.

A tributary of the mighty Mekong River, the Xekong River’s potential for hydroelectric power was first explored in a Memorandum of Understanding signed in 2015 between the Lao government and Lao World Engineering and Construction Company Limited. The project gained momentum with RATCH Group Public Company Limited and B.Grimm Power Public Company Limited joining as co-developers.

With feasibility studies approved in 2022 and the basic design finalised in late December the same year, the project has been moving steadily towards realisation.

The developers have committed to not only producing energy but also ensuring environmental accountability and promoting community engagement.

The project aims to function as a ‘Good Neighbour,’ fostering sustainable community development and preserving local traditions and the environment. The project’s construction phase is scheduled to begin in 2025, with two proposed dams, Xekong 4A and Xekong 4B.

Despite the challenges posed by the current road conditions to the dam sites, the project is a testament to the commitment of all stakeholders towards sustainable and renewable energy development.

This agreement between XK4 and EGAT is not just about electricity generation; it represents a significant step towards sustainable development and regional cooperation in renewable energy.
