KUALA LUMPUR: Malakoff Corporation Bhd assumed a leading role in the revival of Malaysia's independent power producer (IPP) industry, as Persatuan Nasional Penjanakuasa Bebas Malaysia (Penjanabebas) concluded its 26th Annual General Meeting (AGM) at the Alam Flora Training Centre, Plaza Sentral here.
The AGM formally concluded Penjanabebas's period of operational dormancy between 2023 and 2025, completing a statutory reset in full compliance with the Societies Act 1996 and laying the groundwork for the association's strategic revitalisation.
The AGM also saw the approval of comprehensive constitutional amendments to modernise Penjanabebas's governance framework and align its objectives with the National Energy Transition Roadmap (NETR).
At the AGM, Malakoff Corporation Bhd group chief executive officer Syahrunizam Samsudin was elected as Penjanabebas president for the 2026/2027 term, representing Tanjung Bin Power Sdn Bhd. He is joined by Mohd Hedzir Hanafi of Ranhill Utilities Bhd as deputy president, Mohd Kopli Yunus of Tanjung Bin Energy Sdn Bhd as honorary secretary and Nurshazwani Abd Malek of Segari Energy Ventures Sdn Bhd as honorary treasurer. Eight ordinary council members were also duly elected, with representation from Malakoff, Edra Power Holdings Sdn Bhd and Ranhill Utilities.
Under its revitalised mandate, Penjanabebas is being repositioned as a broader and more strategic industry body, extending its scope beyond conventional thermal power to represent players in Renewable Energy, Battery Energy Storage Systems, Hydrogen, Waste-to-Energy and Nuclear.
The revitalised association will serve as a structured industry voice, providing evidence-based input to the Energy Transition and Water Transformation Ministry (Petra), the Energy Commission and other relevant authorities on matters including tariff mechanisms, third-party access frameworks and technology pathways. Penjanabebas enters this new chapter on a sound financial footing, with its accounts for the 2023 to 2025 period receiving unqualified audit opinions.
Syahrunizam said the revival of the association comes at a time when a strong, collective industry voice matters more than ever.
"Penjanabebas has always had an important role to play in Malaysia's energy landscape and we are committed to giving it the fresh purpose and direction it deserves.
“Under its revitalised mandate, we see Penjanabebas serving three important functions for the industry. First, as a collective voice that supports national energy security and stability, ensuring that the interests of IPPs are represented in policy discussions that affect the reliability and affordability of power supply.
“Second, as a platform to drive the localisation of talent and services within the energy sector, developing Malaysian capabilities and expertise that the industry can draw on for the long term. Third, as a body that takes a holistic approach to the industry, bringing together not just energy players but the full supply chain, from financing and licensing through to engineering, procurement, construction and commissioning (EPCC), ensuring that all stakeholders have a seat at the table.“
As Malaysia advances its energy transition agenda, Penjanabebas stands ready to support and work closely with the Government and regulators in shaping future energy pathways, including renewable energy and nuclear, in a manner that strengthens national energy security while supporting affordability and sustainability.

With its new leadership in place, Penjanabebas will focus on building its secretariat, which will be hosted by Malakoff and strengthening engagement with government and regulatory stakeholders.
