THE Institution of Engineers, Malaysia (IEM) has called for a thorough investigation on the recent partial collapse of a retaining wall at Jalan Genting Klang and offers its professional expertise in the investigation.
The incident has led to the evacuation of 52 residents from 17 terrace houses in Taman Bunga Raya. We extend our thoughts to those impacted by this unfortunate incident and emphasise the importance of ensuring public safety through engineering measures.
The partially collapsed retaining wall is a reinforced concrete wall of approximately 3.5m height (based on google street view). While the precise cause of the retaining wall failure is yet to be determined, this incident highlights the need for rigorous adherence to engineering standards and best practices in the design, construction, and maintenance of retaining structures.
IEM calls upon the relevant authorities, including the local council, engineering professionals, and other stakeholders, to conduct a comprehensive and transparent investigation.
Immediate actions shall be taken to stabilise the affected area by considering professional geotechnical engineers’ input and to review adjacent retaining structures in the vicinity to mitigate potential risks.
IEM has published a Position Paper in Year 2009 which highlighted that all existing developments with retaining walls of more than 3m height with or without surcharge shall have the engineering design of such elements to be reviewed and assessed by the Qualified Persons other than the Submitting Engineer to determine if upgrading to any wall is necessary and to advice the local authority to order such works immediately.
There is a need to review and assess existing retaining walls; not limiting to those just approved retaining walls.
