Maximum punishments for deterrence


ON March 5, two Bangladeshi workers were killed at a construction site in Mentakab, Pahang, when they were buried by soil in a pit where they were installing sewerage pipes. Reports state there were two machines close by digging up more soil.

The authorities should be looking into the working conditions and asking: (1) Why was digging being carried out right by the pit? (2) Why were there piles of soil by the edge of the pit? (3) Were the workers in the pit wearing safety harnesses? (4) Was there a supervisor monitoring their work and whether they were following safety procedures?
