THIS is in response to the article “SPCA suggests TNRM method to curb spread of rabies” that appeared in The Star on Jan 16 (online at tinyurl.com/star-rabies).

Four years ago, in 2015, Penang went into a sudden state of emergency when Lim Guan Eng, then Chief Minister, declared that rabies had been detected on the island. He then announced the preventative measures that would go into immediate effect, and what ensued was a situation that eventually escalated onto a global platform that positioned Penang front and centre in the eyes of the international animal wellbeing community:
