Wish to retain old car number dashed

I AM in the midst of purchasing a new car and planned to use the number of my old car for the new one. I assumed the process would be a breeze but it turned out to be a heartache.

I have to pay a fairly large sum of money to the runner to take my present car for inspection. During the inspection, the tint (a mild film on the glass) would be stripped off. The tint cost about RM3,000 and I had it fitted as a sunscreen.
