Fluency versus accuracy in English learning

WHY do we keep harping on about the poor standard of English in our country? Mohd Faiz Subri, the 2016 FIFA Puskas Award winner, was lambasted for his poor English in his acceptance speech at the award ceremony in Zurich recently, never mind that he was receiving it for his physics-defying goal and not for public speaking.

Countless news reports/commentaries and views have been published about the mediocrity of our students, graduates and teachers in speaking and writing in English. However, arresting the rot remains an uphill task despite the numerous programmes undertaken by the Education Ministry.
