Incompetence in managing heritage properties

I WISH to highlight, complain about and offer some suggestions on the care of the heritage shophouses in Penang. As a direct stakeholder with two units which I bought in 2013, my experience so far with the local government has been exasperating, to say the least.

One unit has been rented out to a budget hotel operator while the other has been vacant for a year now. Both units have caused me endless sleepless nights.
