I HAVE personally bid and won a car plate number from the JPJ. It has rules such as requiring it to be registered within six months and that it is only transferable to family members or husband/wife.
The winning bidder has to go to the JPJ office and bring proof of relationship with the transferee and both will be interviewed by a JPJ officer before the name on the bid can be changed.
