Effective planning is the key

IT is very disheartening to read in newspapers that even before the present water rationing exercise in Selangor and Federal Territory is over, consumers have to be prepared for another round of rationing between June and October, due to an expected long dry spell.

It confounds me as to whether the people entrusted with water supply are making any contingency plans.
