EVERY year many students who have scored many A+s or As in their SPM complain of not getting that coveted Public Service Department (PSD) overseas scholarship.
It is also reported that many PSD scholars, upon graduation, are either assigned to civil service positions not relevant to their courses of study or are not assigned at all.
