IT is welcome news that some form of regulation will be imposed on commercial water sports activities at Penang beaches. It should have been implemented much earlier.
Just ask any Penangite who frequents the beaches and he will tell you that some of the most annoying things are those beach buggies which are being driven around with scant regard for other beach goers.
