THE Government’s decision to implement staggered working hours for the 850,000-odd civil servants to improve the public delivery system is indeed laudable.
It is a bold step by Prime Minister Datuk Seri Abdullah Ahmad Badawi who has been relentless in pushing for a “modern, responsive and effective” public service since taking over the helm of Government.
