Two-helmet rule makes sense

WHEN the Government suggests regulations for the good of the people, there are all kinds of ridiculous questions or objections. The recent proposal by the Transport Ministry to ensure two crash helmets are sold with each motorcycle is a case in point. 

It is difficult to believe that there are objections to the proposal of having a second helmet handy. One cannot assume that no need will ever arise for the use of the second helmet.
