Conduct common draw for winning 4D numbers

BESIDES Small Timer’s concern “Limit 4D Draws to Weekend’’ (The Star, July 11), I hope that there would be a complete revamp of the current 4D betting procedure to ensure transparency, fair play and prudent expenditure by punters. 

For a start, the regulators should withdraw the “drawing of winning numbers” rights from the licensed operators and instead conduct a common draw of winning numbers on behalf of all 4D operators by an independent third party.
