IN a city like New York where there are lots of tourists, visiting famous spots and taking photographs is the norm. But at this time of heightened security alert, taking pictures of landmarks could spell trouble. 

On July 20, police in Charlotte, North Carolina, caught Pakistani Kamran Akhtar videotaping the city’s 60-storey Bank of America tower. When questioned, he gave conflicting accounts of what he was doing.
