Leave lights on when it’s still dark

I LIVE in Kota Kemuning, Shah Alam, and regularly use the Kesas, Elite and NKVE highways. 

The street lights along these three highways are promptly turned off at 7am. However, it may still be dark then and it’s worse during heavy rain. 

It’s dangerous driving in the dark along highways. My only guide are the headlights and tail lights of other vehicles. 

No doubt the highway operators are trying not to waste electricity but for safety reasons the street lights should be left on when it’s still dark. Perhaps light detectors should be used instead of timers to control street lights.
