RECENTLY, there have been complaints by the public pertaining to the enforcement of by-laws by local authorities. While it is appreciated that local authorities can enact by-laws governing the ambit of their locale, there nevertheless needs to be some form of control or supervision over the legislated powers bestowed upon them. 

Some of the by-laws passed by local authorities are in fact a travesty of justice and are subjected to the whims and fancies of a few who sit in power.
