Anxiety over lost birth certificate

AFTER reading so many press reports about the problems people encounter following the loss or theft of their identity cards, I am concerned about my daughter's birth certificate, which was in my briefcase that was stolen from my car last year. I have obtained a replacement certificate for her. 

Is it necessary to lodge a police report about the loss of her birth certificate? Can a stolen birth certificate be used by someone else to apply for an identity card or a passport?
