THE public has to be alarmed by the use of force and total disregard for the rule of law displayed by henchmen hired by loan sharks and vice syndicates to perform their duties. 

They showed such ruthlessness and daring in meting out punishment to their victims that something must be done by law enforcement officers before the public loses confidence in their agencies.
