SEOUL: The nation never lacks experience in massive safety accidents. The people have vivid memories of catastrophic accidents – a posh department store collapsed with hundreds of afternoon shoppers, and a main bridge over the Han River broke like a biscuit with rush-hour traffic not long ago. 

The horrifying subway fire in Daegu on Tuesday has even more painful implications because the underground transport system had already claimed many lives while it was under construction.
