A VIDEO showing what appeared to be a plastic bag of rubbish being flung from a car window in slow-moving traffic near Komtar in Penang has been circulating online.

It caught the attention of more than just casual viewers, and what happened next sent a clear message to anyone who has ever considered using the road as a bin.

Was a litterbug really caught on camera throwing rubbish from their car near Komtar?

Verdict:

TRUE

Penang Island City Council, known as MBPP, confirmed it became aware of the incident on May 29 and launched an investigation before taking enforcement action under existing laws.

The video, taken clearly from behind the car in slow-moving traffic near Komtar at Gat Jalan Magazine, showed a yellowish plastic bag believed to be partially filled with rubbish being flung out of the car window.

Following investigations that found evidence of rubbish being discarded from the vehicle, MBPP issued a Notice of Compound Offer to the vehicle owner.

The council said the offence fell under provisions of the Minor Offences Against Public Cleanliness and Public Health Act 1980.

MBPP said irresponsible acts such as throwing rubbish from vehicles not only polluted the environment but could affect the safety and comfort of other road users.

The council reminded the public to comply with cleanliness regulations and practise responsible behaviour in maintaining a clean environment.

It said enforcement efforts would continue through monitoring, video recordings, public complaints and integrated operations.
