THE inquiry into the Nicoll Highway collapse opened on Monday with one point appearing to be beyond dispute – there were fundamental design flaws at the worksite.
These may have led to a retaining wall at the underground worksite for the new Mass Rapid Transit (MRT) Circle Line falling apart, causing a giant cave-in as a 100m-long stretch of Nicoll Highway collapsed on April 20.
