KUALA LUMPUR: There is no conclusive evidence that Malaysian-linked plantation companies were responsible for forest and land fires in Indonesia, following allegations involving 21 companies, says Datuk Seri Arthur Joseph Kurup (pic).

The Natural Resources and Environmental Sustainability Minister said his ministry, together with the Plantation and Commodities Ministry, had looked into the matter.

"Based on the review so far, there is no conclusive evidence that Malaysian-linked plantation companies were responsible for the fires.

"As for the proposal to restrict financing for companies proven to be responsible, further examination is needed, particularly in terms of the legal basis, standards of proof, jurisdiction and implications for the financial sector," he said during the ministry’s winding-up session for Budget 2027 in the Dewan Rakyat on Wednesday (Oct 28).

On Monday (Oct 26), Indonesian environmental NGO Wahana Lingkungan Hidup Indonesia (Walhi) claimed that 21 companies linked to business groups with Malaysian ties were involved in forest and land fires in Indonesia between January and September this year.

The findings were presented in a mapping analysis report titled "Who are Behind the Fires", published by Walhi.

On the proposal to introduce specific legislation to address transboundary haze pollution and take action against companies responsible, Arthur said the ministry had repeatedly reviewed the merits of introducing a Transboundary Haze Pollution Act, similar to legislation in a neighbouring country.

"However, its implementation poses challenges, particularly in terms of jurisdiction, the collection and verification of evidence overseas, determining corporate liability, and implications for the sovereignty of other countries," he noted.

On Sunday (Oct 25), Indonesia reported a sharp decline in forest and land fire hotspots, with rainfall helping to ease firefighting efforts.

Forest fires in Indonesia’s Kalimantan region have been burning for more than three months, exacerbated by severe dry conditions.
