New Bar Course to start within three years


KUALA LUMPUR: The New Bar Course that will replace the Certificate in Legal Practice (CLP) examination is expected to start only in 2028 or 2029, says Datuk Seri Azalina Othman Said (pic).

The Minister in the Prime Minister’s Department (Law and Institutional Reform) said that based on the preparations that need to be made and the policies that need to be drawn up by the board, the New Bar Course is “expected to be implemented in 2028 or at the latest in 2029”.

She said this in a written parliamentary reply to Sungai Siput MP S. Kesavan yesterday. Kesavan had asked for the status of the course and when it would be rolled out.

Azalina said the Legal Profession Qualifying Board set up a task force on April 27 to develop the course’s operational framework.

She said the board and the task force were preparing course modules and a question bank for the two programmes under the new course. 

These are the Conversion Course and the Legal Practice Postgraduate Certificate.

The board is also procuring a learning management system and a computer-based assessment platform, and drafting academic regulations for both programmes.

It is strengthening its workforce to run the programmes and will set criteria for course providers offering the postgraduate certificate, Azalina added.

Deputy Minister in the Prime Minister’s Department (Law and Institutional Reform) M. Kulase­garan told the Dewan Rakyat in June that the course would comprise a three-month online conversion course followed by a six-month postgraduate certificate.
