SEPANG: Tuanku Muhriz Tuanku Munawir, who arrived home as the legitimate Ruler of Negri Sembilan, was warmly greeted by supporters following developments in the state.
Tuanku Muhriz, who was abroad, thanked the crowd of almost 200 supporters, and said their support encouraged him to return to the state to resolve the crisis.
“Thank you for your support. I am returning to the palace.
“Where else can I go to? I am back to resolve this matter, Insyallah. Thank you everyone,” the Ruler said at the Kuala Lumpur International Airport last night.
Cheers of “Daulat Tuanku” rang out as Tuanku Muhriz left the airport.
Meanwhile, Dewan Keadilan dan Undang (DKU) secretary Raja Norazli Raja Nordin said Tuanku Muhriz remains the legitimate Yang di-Pertuan Besar of Negri Sembilan.
“The state executive council and the state government do not have the jurisdiction to determine the validity of a proclamation or the position of the Yang di-Pertuan Besar,” said its secretary Raja Norazli Raja Nordin.
Raja Norazli noted that the DKU’s advice on such matters was final and cannot be challenged or questioned in any court on any grounds whatsoever.
“The decision of the state exco dated Sept 16 has no legal effect.”
Raja Norazli said the customary institutions of Negri Sembilan, including the institution of the Yang di-Pertuan Besar and the institution of the Undang, do not belong to any political party or individual, but are a trust for all subjects (anak buah) and heirs (waris).
Raja Norazli said the exco announcement recognising the selection of a new Yang di-Pertuan Besar was outside its jurisdiction.
Instead, the DKU also welcomed a statement by the Mentri Besar on Tuesday where he affirmed that he did not have the unilateral power to terminate or vacate the office of the Yang di-Pertuan Besar.
Raja Norazli reiterated that an April 19 dated proclamation on the removal of Tuanku Muhriz was defective from the outset.
This was because no inquiry was ever conducted and that three of the four individuals who signed it did not hold the office of Undang on the said date.
He said the proclamation had also lapsed and become void following the refusal of the then Mentri Besar to sign it.
“It has no legal effect,” he said.
