PETALING JAYA: The future of Felda is being comprehensively reviewed, including its business model, governance, finances and land matters with an interim report expected to be submitted to the Prime Minister by the end of this month.
The Special Committee on the Strategic Direction Plan of the Felda Group 2025-2030 (HTF30) was formed following a Cabinet decision on June 5, 2025 to study and scrutinise the strategic plan prepared by Felda.
The Prime Minister's Department said in a statement on Thursday (Sept 10) that the committee has held six meetings since it was established, with relevant parties including Felda to examine the strategic direction, operations, financial position, organisational structure and governance of the Felda group.
The statement said among the matters being reviewed were the status of the delisting of FGV Holdings Bhd and the formation of a new business model to achieve Felda's sustainability and self-reliance.
The committee is also examining the proposed New Felda Model which includes the company's responsibilities towards settlers and future generations.
It is also looking into weaknesses of governance involving the purchase and investment of eight assets as outlined in the "White Paper on a Forensic Review Towards Felda Sustainability" which was tabled in the Dewan Rakyat on April 10, 2019.
Another area under review is the issue of outstanding land premiums, registration of titles and the status of land with state governments.
The statement said the HTF30 only serves as an advisory body with fiduciary responsibility remaining with the Felda board of directors and management as well as the subsidiaries under the Felda Group in line with the existing governance structure.
An interim report containing the committee's findings and recommendations for improvements will be submitted for the Prime Minister's consideration at the end of this month.
The HTF30 is chaired by Datuk Seri Panglima Ahmad Fuad Md Ali with Dr Nungsari Ahmad Radhi as co-chairman.
Its permanent members comprise Nurhisham Hussein who represents the Prime Minister's Office and representatives from the Finance Ministry, Economy Ministry, the Prime Minister's Department's Implementation Coordination Unit and the Felda Regulatory Division; an audit specialist from Ernst & Young PLT Malaysia and legal experts from law firm Mohamad Hanafiah Zakaria.
