10-year PM term limit among four key institutional reform agendas, says Azalina

KUALA LUMPUR: The proposal to limit the Prime Minister’s tenure to 10 years is among four key agendas forming the government’s core focus in strengthening institutional accountability, said Datuk Seri Azalina Othman Said.

Also prioritised are the separation of the roles of Attorney General and Public Prosecutor, the enactment of a Freedom of Information Act, and the establishment of a Malaysian Ombudsman Act, said the Minister in the Prime Minister’s Department (Law and Institutional Reform).

She said the four agendas are central to efforts to strengthen public trust in national institutions, while ensuring that the public administration system remains transparent, fair and upholds integrity.

According to Azalina, short- and medium-term implementation strategies were presented for the four agendas during a town hall session on the current status of the government’s legal and institutional reform agenda, held with Members of Parliament and state assembly representatives from DAP.

She said the session will be followed by engagements with other political parties and stakeholders, including civil society organisations, community representatives, as well as academic and legal experts.

"This session serves as a platform to align understanding while strengthening collective commitment among stakeholders towards implementing the national legal and institutional reform agenda,” she said in a statement on Wednesday (April 29).

Azalina said the approach is in line with the Madani Accountability Framework 2026, which is based on the principles of transparency, accountability, delivery effectiveness and inclusive stakeholder participation.

She added that despite challenges, including the need for coordination across ministries, resource constraints and the difficulty of building consensus, the government remains committed to ensuring that each reform step is implemented in a pragmatic, structured and impactful manner.

"The government’s commitment in this regard is clear - to leave a legacy of a stronger, more credible and just legal and institutional system, in line with the aspirations of Malaysia Madani to build a highly accountable nation centred on the well-being of the people,” she said. – Bernama
