Parliament passes Constitutional Amendment Bill to revive Parliamentary Services Act


KUALA LUMPUR: The Constitution (Amendment) Bill 2025, which is one of the bills to revive the Parliamentary Services Act (PSA), has passed at the Dewan Rakyat on Tuesday.

The Bill was passed by a two-thirds majority following a bloc vote called during the second and third reading,

Dewan Rakyat Speaker Tan Sri Johari Abdul, who was chairing the then session, said the Bill had 148 votes in favour, 57 abstained and 17 absent.

A constitution amendment requires the support of two-thirds or 148 MPs of the 222-seat Dewan Rakyat.

Earlier, 17 MPs participated in the debates for the bill.

MPs in the Dewan Rakyat are currently debating the Parliamentary Services Bill 2025.

The Federal Constitutional (Amendment) Bill 2025 and the Parliamentary Services Bill 2025 are in relation to the proposed revival of the PSA.

The PSA was first enacted in 1963, just a few months before the formation of Malaysia.

The PSA allowed Parliament to act as an independent body running its own affairs, selecting its own staff and managing its expenditure.
